Roof of the Potala Palace?. The structure in the middle is most likely one of the roofs surmounting the Red Palace main assembly hall. A ladder on the right leads up from a lower level. There are branches and poles with prayers attached to them on the left. Two monks and a person in western clothing can be seen on the right.
