The Tibetan Cabinet (Kashag) members, (left to right) Langchunga, Bhondong Shappe, Tendong Shappe and the (monk) Chikyab Khenpo. Dasang Damdul Tsarong (not a Cabinet member) is standing behind them. This may be in the garden of the Dekyi Lingka. The secular Cabinet members and Tsarong are wearing light coloured silk which marks them out as 4th rank and above officials.
